This commit adds several missing "cascade delete" actions to relationships on database tables. This effectively fixes errors while trying to delete user accounts because of pending child records.
Additionally, the observers for applications and vacancies were removed, since they are now obsolete.
The account deletion system was also refactored.
This commit rewrites the previously broken auto ban cleaner. It's now much more efficient and compact, and it removes bans correctly and on the right date.

This commit introduces a new feature where users can disable the collection and display of IP addresses. It's hardcoded in the .env config file for security reasons, and demo mode ignores this setting, because it already hides IPs by default.
This commit adds a password strength requirement for new users using
regular expressions.
Also adds a dismissable alert so users know how to create passwords
properly.
Tooltips also added, as well as a general configuration file for Mojang Status URL.
Relationships were also added between forms and Vacancies.
Status verification for the dashboard was moved to a Service Provider, where it adds log entries when cache expires.
Authentication controllers were also updated to reflect the new dashboard URL.
This commit makes optional registration parameters optional; They should only be filled in after the user has submitted an application. The application will crash during registration without these parameters being optional, and adding them to the form would be illogical.
